Marine Transport Refuse Transfer Station in Hong Kong

Harold Insley contributed to the feasibility study and drafted the Design-Build-and-Operate (DBO) tender documentation for a 1,000 tonnes per day capacity refuse transfer station constructed in a rock cavern, with containerised waste transferred by mini-container ships from the transfer station to a waste disposal landfill site. Feasibility study included addressing risks associated with project interfaces, and issues related to creating underground space in land-hungry Hong Kong. He was also responsible for prequalification of tenderers, the calling of tenders and tender evaluation (including drafting the tender marking scheme) for the DBO contract (including design, construction, operation and maintenance) with a 15-year operation period.
